Salisbury seeks proposals for downtown parking lot

Salisbury officials are seeking proposals for a mixed-use development on Lot 10, a city-owned parking lot at Routes 50 and 13.

A city-owned parking lot at the busy intersection of Routes 13 and 50 could become the next focus of Salisbury’s downtown revitalization efforts.

City officials are currently advertising for proposals for a mixed-use development on Lot 10, adjacent to the state office building and the site of a weekend flea market.

“It’s similar to what we’re moving forward with on Lots 1 and 11,” said Mayor Jake Day.

The city is expected to finalize the sale of those lots later this month. Devreco will pay $225,000 for Lots 1 and 11 behind the Downtown Plaza and bordered by Camden, Division, West Market streets and Circle Avenue, and will develop a multi-use plan for the land to include a mix of retail, apartments, park areas and parking.

At Lot 10, the city is seeking a “highly aesthetic, quality mixed-use project” that meets certain goals for housing, jobs, business, eateries and institutional uses.

The project must increase jobs by 300, housing units by 500 and the resident population by 750, according to the project specifications.

The developer also will be required to allow 40 parking spaces for the State Attorneys’ Office and 20 “red zone” spaces for law enforcement.

Day said the city sought proposals on Lot 10 several times during the past three years, but received no bids. Recently, officials have gotten some unsolicited offers and decided to advertise it once again, he said.

Lot 10 would first have to be declared surplus property before it can be sold. Lots 1 and 11 were declared city surplus in 2002.

The development of the parking lots is part of the city’s 20-year master plan designed to guide development, link neighborhoods and improve streetscapes and pedestrian traffic in the urban core of Salisbury

In addition to the development of the parking lots, the city also was scheduled Tuesday evening to award the bid for the development of two waterfront lots at the Port of Salisbury Marina to Salisbury Development Group LLC.
